What would it take to unite the state around a Tasmanian flag that has a contemporary design and more representative symbols?

The flags of the Australian Capital Territory (middle image) and the Northern Territory (bottom image) represent their unique place in Australia. Neither use the Union Jack, and both present colours and symbols central to their identity as a place.
